Ord. was passed. I observe that the provision authorizing Civil Marriages before the Registrar, was in which provision the greatest offence &c of the Hong Kong Ord. Of which the strangest objection was raised A Bishop Raimundi in 1875, exists also in the Straits Sett, under the Marriage Registrars Ordinance 1880, and as regards marriages taking place under the provi of that ordinance, is compul... whatever religion Ceremony may be added.
The special grievances now urged against the Hong Kong Law appear to be (1) that it prevents marriages in articulo mortis (2) that the fees and the publication of notice are objected to, and that to avoid them persons go to Canton or Macao to be married, and (3) that it interferes with the full Exercise of the Sacrament by the R.C. clergy.
As regards the first point, the Jamaica and Mauritius Laws make special provision for such cases (See Sec. 29 of Jamaica Law 15/1879 and Sec. 16 of Mauritius Ord. 25 of 1882).
